doesn't want to start in water

i got a 73' johnson 50hp motor. ran fine all last year. earlier this year i took it out and had some issues starting it so i took the carbs off and cleaned them out. Now when i put the muffs on she fires up like a champ but when i took it out on the lake it doesn't wanna start. I got it to start a few times but it would run rough and idle real low and then just bog out on me. i tired adjusting the needles for awhile with no improvements and gave up. can anyone help me out with what the issue might be?

When you cleaned the carbs did you take 'em apart and thoroughly clean/soak them in carb cleaner, rinse then blow out with compressed air? It sounds to me like you still have a carb problem.

I have the same motor with the same problem. Mine runs like a champ with the muffs in the driveway and then nothing in the water. I also get a hell of a shock from time to time when turning the key over to start. I check all wiring in remote control and they good????
