or shoulders and arms are sore. compression 80 ish psi. fantastic spark. carb has was rebuilt. fuel pump good, gas is getting to carb, as manual primer feeds of carb bowl. pulled flywheel, to check for sheared woodruff key. everything check out. leaning toward reed valves.

Compression is a little low, but it should run. I'm thinking damaged reeds or have some crud under them holding them open. I recently took apart an old 18 hp, and the crud (corrosion) was holding the reeds open pretty far. I cleaned everything up, and now it's a runner.

Put a new carb kit in a 25 recently. Could not get it to run. Took carb apart and found the new washer under the float needle valve seat was considerably thicker than the old one. Put the old washer in and it fired up.

The thicker washer caused the float to shut gas off too soon.
Don't know if this is the problem on your motor, just thought I'd mention.

disagree on compression being low on a rope start.

Air leak into crankcase (parting line leak, bad upper and/or lower crank seal, casting flaw, etc.)
