Mariner 9.9 to a 15?

I have an 89 Mariner 9.9. I've heard dozens of diffrent things to do to get more power, but i don't know what's actually possible. Any help would be great. thanks.

The one sure fire way to get 15hp from a 9.9hp is to sell the 9.9 and buy a 15.

If you try messing around with different carbs and exhaust tubes you'll end up with a FrankenMerc.... Then someone will be back here trying to work out why his "9.9" doesn't have the same parts in it as the book shows......

I have an 89 Mariner 9.9 that I would like to bump up to a 15. I have heard of many ways to do it. i just want to know the safest way and I want to get the most bang for the buck. Can anyone help?

Trade it in and buy a 15.

I have a 91 mercury 9.9 and was told 92 and up could be made 15 hp by just changing the carb. The older than 92 had different displacement, so no go.
