1978 rude 55 hp

i am having issue this year at idle going through the canal it runs rough...but once i get out in the river and open her up she runs great...would a bad fuel pump cause it to not get enough gas at idle but work fine at wot

Not very likely, YB. More likely that one of your carbs has a gummed up low speed circuit.
