Yamaha 200 problem

I've got a 1990 Yamaha 200 that will not excelerate above 2500 RPM's while in drive. While in Nuteral it will excelerate to 6000 rpm with no problem. So far I have removed and cleaned all three Carbs, replaced both Fuel pumps neither fixed the problem. Any one have any idea where I should look next?

check your alarm system to make sure it is functioning.
You maybe in reduction mode and not know it if the alarm does not work.

Thanks Chief, I'll check that.... The oil system has been removed from this engine but the harness is still there might have to hook into one of the wires but now sure which.

Run the boat on a separate can of gas to rule out any tank/filter/fuel line problem.
