rust on head bolts---is this ok?

I have a 2000 Johnson 130 V4 that was running fine but hasn't been ran in about 6 months. I am going to attempt to do my own maintenance on this ie: rebuild carbs, waterpump etc. Before I get too far into this I was wondering if anyone could tell me the significance of the rust on the head bolts?

That is usually an indication of salt water use. Welcome to iBoats:D

Thanks for the quick reply.

Should I be concerned about this or is it just surface rust and maybe just replace the bolts?

You do not need to replace the bolts. Just spray something on them like a penetrating oil. For longevity of the motor, you need to be more concerned about the cause of the rust and prevent that from happening to other parts of the motor. Salt water usually causes a whitish type corrosion which can be mixed in with rust over time. Rust can also be caused by storing the motor in a damp area with little air movement.
