How to remove the tilt cylinder top pivot pin on a 1998 Merc 200 HP

1998 Mercury 200 HP. I want to take the top pivot pin on the tilt cylinder rod out to lubricate it while I replace the trim sending unit that is bad. I see what could be the keeper (has a nail like head) but it does not move easily to pull or unscrew. Does it press out, unscrew? Thanks

The service manual shows using diagonal cutters to get under the head to pull the retaining pin. A small pry bar or nail puller might also work. It also says that if the pin won't pull out you can just drive the pivot pin out which will shear the retaining pin.

Spray it with penetrating oil, and try to grab it with a plier. It is tapered, so it has a sort of a head on it.
