Rpm restricter? on a 20 hp 1972

Could use help figuring if this is set right it hits the flywheel and jams. I think it may be bent and the spring don't seem to do anything. I just bought it and this item does not seem to work correctly

Kinda hard to see, but it looks bass ackwards.
