1974 9.9 Evinrude damage gears

I just was given a '74 9.9 Evinrude that has been setting for 3 years. Last time used it hit a rock and tore up something in gear case. I tried to hand turn the flywheel but could notm, thought I should have been able to turn it. Could turn prop but was hard. I have the motor diagrams off the Evinrude page, should I drop the lower unit and start looking for damage parts there first. thanks for any help

I would drop the lower unit and then try turning the drive shaft. Remove the plugs and try turning the fly wheel also. Little doubt you will have to pull the gear case apart to see what the damage is. Best of luck. Rick.

drop lower then determine which is siezed the power head or the lower unit.
