johnson 9.9 seahorse what year ?

Can anyone help me find out the year of my Johnson outboad? there are two numbers on the id plate- E35 bacsm and B010442
Also there is a round black plastic knob that comes at of the engine case just above where you connect the fuel supply, any ideas what it's for?

Your model #says that it is a Belgian made 1980 9.9

The round knob should be an adjustment for idle speed
