Usually caused by an obstruction btween the fuel and the primer, but sometimes by the primer bulb's own valves.

Also be sure that the arrow on the primer bulb is pointing to the engine, not the tank.

Common causes for the collapse of the bulb are bolcked or unopened tank vent,
cligged fuel pick-up screen in the tank, failed anti-siphon valve and/or clogged fuel filter.

There is a restriction to the fuel flow between the bulb and the tank. Or the tank is not venting.

Take the cap off to check for lack of venting

If that makes no difference then check fuel pick up from tank and all the way to the bulb including the inlet to the bulb.

Surprised you dont notice a problem when priming.

If this only happens after you have been running a while then its most probably tank not venting
