1992 60hp starting problems

I have a 1992 60hp evinrude that I have been having problems with. It just doesn't want to start. It acts like the battery is dead and will barely turn the starter over. Sometimes it will just click at the solenoid. I just bought a brand new battery and checked it with 2 more and same thing. I cleaned the connections and nothing. I checked the voltage at the solenoid and the only time I could get a reading is when it was being cranked and it was between 8-9volts. Anyone got any suggestions?

99% bad battery cables or connection on either end. they get a slight nick and corrode from inside out, causing resistance, and weak power to starter, also check cable from solenoid to starter.

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

also have the battery load tested at the auto parts store, free, i've had new batteries go bad

I tried running new battery cables and still same thing. It starts right up sometimes but most of the time it acts like its not getting enouh juice to turn the starter fast enough.
