How do i fill in the holes on my lower drive from the hydrofoil??

You could have them welded. Need to protect the seals and bearings from the welding heat.

You could countersink the holes on the bottom side and install flat head bolts with the nuts on top. Counersink from the bottom because when on-plane the top side will be out of the water.

You could just put nuts and bolts in the holes

You could try something like marine tex or JB weld by taping one side and then filling the hole and sanding smooth. Make sure to clean well with acetone before filling. Worst case it doesn't hold and you have to resort to one of the options above.

Put tape on the bottom of the holes and fill them with JB Weld, let it dry and sand a little and they are gone.

The tape is to keep the JB from running out, works great.

Welding of coarse would work to but more expensive and that is alot of heat in one spot.
