mercruiser (sucks water)

please help,
when starting my 4.3 mpi 2004 sometimes runs backwards and sucks water in piston cylinders.any ideas?

how hard are you running backwards? have you checked the flappers?

thanks for the reply,
Yes I was charged $2,500.00 for repairs they did say the flappers were bad and were replaced along with rotor and cap. When I crank the motor and let off the key it sometimes starts in reverse still.
