1966 evinrude litetwin 3 hp no spark

no spark in bottom sparkplug. new coils and points installed 5 years ago. i rebuilt carburator started 2nd pull. removed sparkplugs found no spark botom plug. tested plug wires ok. coils showed 3.25 ohms both coils sparkplug wire conection to ground. points are not stuck. I am a newbee at this need suggestions

That is a strange ohms reading on the coils. Error??

Your spark plug wire might be arcing through where it is clamped to the armature plate. That wouldn't show up on a low voltage ohms test.

You're sure the points are clean, right?
