60hp merc question

had a mid 90's 60hp merc rebuilt last year and didnt winterize it...motor is fine as it was stored indoors but i was wonderin if there is anything i have to do before i run it since i didnt winterize it...also ever since it was re built its had troubles starting, it will start and run for a few seconds and it will do that 5-10 times before i guess it gets warm enough to stay runnin and then it starts fine after that...anyone know what would cause that?thanks

After the rebuilt were the carbs adjusted?
Carbs may need rebuilt as well! or possibly the timing is off
I'd go through the carbs first

replace all the rubber tubes especially the skinny ones.

when i had the top off the motor after runnin it i noticed some gas in the the bottom of the casing...not that ive ever looked for it before but dont remember seeing there any before..is that normal?or could a line or sumthin be cracked?thanks
