I have investigated that and if you look close at the set up you will see a very short line coming from the rear of the boat with the "Bait" attached to it.
Now after the catch, if you look on the left side at the guy pulling the fish in, the line has somehow got longer.
By about 5 feet or more.
Hmmmmm.........

I think he switched and went to a bottom rig for the cat. The boat was stationary when the kitty pounced.

That was on America's Funniest Home Videos at one point.

If that cat was much bigger they would have lost that boat. Not that the cat would keep it under, but it would keep it out far enough and be able to out-pull the motor long enough to make the batteries go dead.

This has been done for years around here,mostly by handicapped people who are incapable of holding fishing rods.
