i need help

my 80's something 90 hp mercury ran fin last summer and when i tried to start it ,it would not start and when its in gear the shaft just clicks in forward and is really tight when you try to move it by hand

The prop always clicks in forward. Odds are you carbs clogged from improper storage over the winter. Remove and clean.

Need more info for any kind of an intelligent response.

Does it do absolutely nothing?
Does it click and do nothing more?
Does it click and even grunt, but not turn over?
Does it turn over, and not fire?
Does it turn over and hit now and then, but not catch?

Each points in a different direction for troubleshooting.
