is there a fuse on a 1996 115 merc if so where is it was working on my fuel sending unit and it arced now i have no power what so ever answer?

The picture below is for a 98 three cyl but the fuse should be in about the same area on your engine. Its in the holder with the word "Fuse" on it.

Test them for continuity.
