Still getting water in lower unit even after new prop seals and o' rings?

I've got a 89 40hp Johnson and I've replaced the prop shaft seals and o'rings and the drain plug o'rings and I'm still getting water. Is it possible the the water pump seals are leaking down? Help!!!!!!!!!

Very possible. And throught he shift shaft as well. Remote the pump, pressurize the LU and squirt some soapy water around the shafts. The leak will become apparent. As Lawrence Welk would say -- "turn off the bubble machine".

Is it possible to leak at the shift shaft also.

yes. Silvertip said that.

and that was my problem on a 60 hp. The replacement o-ring fit a lot better on the shift rod than the original. end of problem

I've already replaced the prop shaft seals. I'm thinking more like the water pump seals and shift shaft seal.

Some aftermarket seal kits have the wrong propshaft seals in them. Use OE propshaft seals. Anytime you replace any seal on a gearcase you need to pressure & vacuume test it for leaks.

It is a good practice on any gearcase over 4 years old to reseal everything.All the seals are old.An exception would be alot of fishline in the propshaft seal,then just do the prop seals.

Some kits come with more seals than you need,as some of them are for other model/year motors.Match the new seals to what you removed.

Last thought ..... are you installing the new seals with sealer on the outside diameter? Some after-market manuals don't mention this.

If the outer shell of the seal is metal,I use OMC/BRP gasket sealing compound or 'type M'.if the shell is rubber or vinyl I use Loctite 'ultra lock'.
