Bass Tracker Pro 170 25hp planning question

Hello, I am looking to purchase a Bass Tracker Pro 170 with a 25hp mercury 4 stroke. It is about a 16-1/2 ft boat. The boat is listed at aprox 880lbs, which I believe is just the boat and not the motor. My main question is will this boat plane out with a 25 hp. I will never have more than 2 people in it and only a couple tackle bags. The local lakes I fish on has a 25 hp max restriction so a bigger outboard is not an option. I'm hoping some of you on here have trackers similar to the 170, or have a similar boat and can help me out!

These boats were sold with an inadequate outboard to keep the price as low as possible. These boats should have a 50HP motor and even then will have a top speed of less than 30 MPH with 4 people onboard. I would continue looking and not settle for a boat with anything less than a 40HP motor but even then would want a boat in great condition at a great price. Upgrading the motor is a $6,000 proposition.

Thankfully this particular model has improved immensely. I have a 2018 PRO170 with Mercury 50 4S. 36MPH with nearly a full tank, a lot of gear, and I'm 235 lbs. The pro 170 is the first low end model with built in rod locker. In 2018 they were around 16k but in 2023 they are 22k.
