69 - 55 hp evinrude selective shift

Ok need advise I bought a river boat and the motor had been removed as owner said he could not get it above a idle. well the throttle cable was broken. the motor had been removed and a smaller one used. I installed the 55 on my starcraft and the wireing is a no brainer I thought. Power to soloniod ground to the block and connect cable to boat and helm.The starter wont run ? hot to the solonoid and power to the helm,.fuse good . Hate to take this to a shop as the time to get to it is forever. and cost terrible. Any suggestions. Know this is not a motor section but we all have done a lot of work on them,my brain is not as good as I wish it was anumore . Pugetsound ??? Do i have to get the motor into nutral to get the engine to turn over?????
