floor livewell 1988 hydra sport

I have a 1988 2500cc about 90
percent restored. but cannot figure out original design and intention of floor livewell. I keep this boat in the water at my dock in the keys and have no davits. It is always full of free flowing water thru the two thru hull fittngs. If i put two plugs in ( as the water comes in from both upper and lower ) it is worse. Then whenever rains or wash boat livewell gets full of nasty stagnet water and will not drain until get boat on a plane. Does anybody know if this was original design intent? Or had same issue that came up with a resolution. I am aware of a one way valve but when sitting there is not enough psi for water to flow out also would like to have free flow operational when i wanted. Currently I have installed a on/off valve which I like ok except the rain and wash water. maybe a way to seal the floor lid?
