89 160 Freedom With Mean Lean, Help

Purchased a 89 160 freedom B/R with cobra outdrive and the 3.0l mtr.
After getting it in the water, found the boat leans to the drivers side.
Notice former owner had a 60-70lbs sandbag in the open bow under the "passenger " side. Is there a weight or something, under the floor, I'm missing that could have come loose or is missing. Blige works fine and is not taking on water. It leans just sitting at the dock, doesn't matter if gas tank is full or empty. Thanks in advance for any info or ideas.:confused:

This is most likely due to water which has made its way into the stringers on the starboard side of the boat(four winns thought it was a smart idea to screw a glassed plywood deck directly into the stringers then cover it with carpet to accelerate rot).
Other possibilities include the fact that the battery, steering cable, shift cable, and steering wheel are all on the same side(starboard).
