4.3 yamaha outdrive

Ok I have a 94 ebbtide 182se, it has been setting for about 3 years it has a 4.3 with a yamaha outdrive on it. When I put the muffs on it which are the rectangle type not the round ones it gets hot after about 2 or 3 minutes just idling I have replaced the impeller and took the stat out and it still gets hot,any help would be great I'm thinking that it is not getting enough water from the muffs but it is leaking a little water around the stat housing so its getting water so I'm not sure????? please help
