Doral citation fuel hose ground question

While fixing the fuel tank sender on my 89 citation i noticed that the wiring harness going to the sender is severely melted and shorting itself out. I suspect the PO mistakenly attached the ground wire to the positive battery terminal at some point, causing excessive heat to build up in the harness and causing the damage.
Anyway, the harness contains a pair of green wires as well as a red and black sending wire. One of the green wires acts as a ground on the tank and follows the filler hose to the metal filler cap, grounding it to prevent arcing i suspect.
My question is about the second green ground wire. I know one side connects to the battery negative terminal but where does the other end, containing a 14 gauge circle terminator connect to? When i pulled the harness out it was not connected. Does it connect to the tank as well?
Any help would be appreciated.
