Engine won't rev past 3000 RPM on plane.

Hello & thanks for clicking my link. I'd like some feedback on my issue so here are the specs:

2002 Crown BR230
5.0 Merc
Bravo III

Two people on the boat, half tank of gas and the issue is that it won't throttle past 3000 RPM wide open. This is a new problem, as the boat had the power to throttle to 5000 before backing off.

Engine will free rev perfectly.

Suggestions?
