Steering Problem, 1992 23' Century Arrow

I have the following steering problems with my 1992 23' Century Arrow. At low speed, steering is erradic. Must repeatedly turn left and right to keep the boat traveling straight. At high speed, the steering is tight. How do I solve these problems?
