New Baja Outlaw 20 owner, needs help!! Mercruiser 350 (300hp) only hits 4100rpm

First off I love this new boat!!! Its a blast. I ran it for the first time really hard yesterday. Just trying to see what kind of top speed i could get. Its a 98 Baja 20 Outlaw SST with the Mercruiser 5.7 (300hp) and alpha 1 drive (dont know the ratio) with a mirage 25p prop. I could only hit 4100 rpms at WOT, thats with 2 riders both 200lbs and no gear. I know there is more out of that combo. Is the boat over propped?? Or do you think it could be a spark plug, timing or fuel filter issue?? Any help is appreciated.
