So based on this it is just something that can't be changed and deal with it.
Not at all.
I live in Eastern Ontario. Our winters are as severe as yours. I have never had that problem.

The brakes are only a secondary issue. The root cause is that your front tires totally lose traction....zero friction = chaos.
If you are not running snows on your front tires, you should be.

As Bondo suggested, you need to modify your driving habits.

When I drove home saturday there was a section of hwy so slick that my cable trailer I was pulling behind our 5 ton bucket truck slipped over to the low side of the road and for a mile I was pulling it at 45 degrees to the rear of the truck.
