Boat with numbers and bill of sale but registration says non transferable

I just bought a boat about a month ago from (boat/motor/trailer) with a reg, that states on it " non transferable" yet, on the back it says registration transferred to". It is a 1978 so I believe that was non title year for boats? I think boat title started in early "80's. Anyway, cant get a hold of the guy I bought from has his name on the reg. but no replies from him. How do I reg. a boat with a non transferable reg? Thank you in advance for any help on this matter.

All depends on you state, just call your local registration office and ask

You local DMV or as we have here, our local Game Dept handles that type of stuff.

Just throwing this out there but if it's the original title printed in 1978 or 1980 and there was a loan out on the boat, could it just be that once the loan was paid off he never got a clean title?
