iboats blocking VPN servers?

I'm mostly just curious about what this issue may be, no big deal. Sometimes the site will timeout before rendering when I'm connecting through a VPN service. Is this intentional? Is it a proactive defense against malicious actors? It's easy enough for me to switch servers, but many folks have VPN routers and many businesses only connect outside of their network via VPN, which would block many potential users from the site.

GA, this is the error page on chrome when I try to connect from 196.52.2.18:

As soon as I shut down the VPN I can connect from my actual IP address.

And it's no biggie, just curiosity.

I know we have blocks on parts of Asia and Africa and travelers use VPN to access the forum.
