when i was a kid living in littoral new jersey a friend's dad worked at a marina just down the street.
sometimes he would drive this THING home for lunch, ~.5 mile.
i don't know what it is called, but it had 4 tall legs with a tire at the bottom of each, had 2 slings on chains and the operator climbed to the top to run it.
it was used to take boats out of the water for repair. it was driven along 2 slips, straddling the boat.
he was nuts and i loved him for it. cars would drive between the legs as he was going down our small street.

i would appreciate being told what it is called so i can do a google images search.

In the Steel mills something similar was a Coil Carrier. Much larger and had to handle 10 tons. One of the Steel plants, Dofasco, in Hamilton Ont. where I grew up coil carriers actually shared a few city roads in one location. We thought it was funny to drive under them when they were MT. We were 17 or 18 year old. Idiots.
