Tahoe duel axle trailor brakes not working

I bought a used Tahoo with duel axle trailor. The surge brakes will not work. I removed drums and found bolt right in front of wheel cylinder on every wheel. This bolt will not allow the brakes to move at all. I have tried to email Bass Pro and call them with no response. I removed two of the bolts to allow at least rear two tires to have brakes. Has anyone ever heard of this problem? Must have been put theer at factory to keep them from working during dillevery.
