Boat weight

If the dealers specs say my boat weighs 3000 lbs, is that just the boat or motor as well? And if the trailer is rated for 3500 lbs, is it ok to weigh in right near 3500 or should I be wanting to be at a percentage (80%) of that rating?

Wha type of boat? I/O or outboard?

If its an I/O then it is dry weight of hull and motor. Fluids and gear weights are not included. If it is an OB, in many cases the weight does not include the motor.

My searay had a dry weight of 3000, fully loaded with gear and fuel, about 4000. It sat on a tandem axle trailer with a 6000 rating. If your boat is similar, a 3500# trailer will be overloaded

keep in mind also that 3500 is the gross weight.... that includes the weight of the trailer itself
