Replacing disc brakes - is this the old seal left behind?

I've taken off the old rusted out hulk of the old drum brakes that were on the trailer when I bought it. In the picture, hopefully you can see that there's a metallic gold band still on the axle towards the square flange. I believe this is the old brake seal, and not actually part of the axle. Is this true? If so, what's the best way to get it off? It feels like it's on solid (hard) on the axle.

Ayuh,.... The description sounds like possibly a speedi-sleeve,....

I'll try to get another picture tomorrow morning, but I did look at the old drum brake hub. It still have the seal in it along with the inner roller bearing. I'm thinking this ring is part of the axle. Looks like the shininess may be due to where the drum hub and roller bearing were making contact.

Quick update - with a little more "exploring" with my flat head screwdriver, I found that it was part of the old seal. Came off ok with a little persuasion.
