I'm not getting my brakes to engage when I pull the pin on my breakaway system. I put a new battery on it and nothing on either side, however when I connect terminals to trlr battery an elect arc occurs as if there is a draw and a meter reading shows a lower voltage. Are the magnets in the brake assy's bad? Just not sure what to replace.
