Trailstar trailer from Suntracker

My boat is an 18ft pontoon from Suntracker 2002 model year. I removed the inside guides to tarp the trailer. there is some rubbed places that have a bit of
rust. need a way to cover these spots. I think the trailer is powder coated. Will some sand paper and a can of rustoleum do the job or do I need a paint job.

You could use Rustoleum rust reformer and then some paint. If not remove the rust, prime and paint.
