One trailer tire locks up in reverse

Hi, I've got a tandem trailer with surge brakes. Driving forward its fine but once I go into reverse, doesn't matter if the trailer brake lock out is on or off, one of the rear wheels locks up and skids. What would the issue be here?

Initially it sounds a like your lockout isn't working. Do you have a 4 or 5 pin plug on your trailer?

yep, lockout not working.

I'd be looking at why the other side isn't locking.
