Towing 2 trailers with 5th wheel

Been considering a 5th wheel travel trailer. Thought I could hook my boat (17' Bowrider) to the travel trailer and tow both trailers with my Pick-up. Been told it's legal in some states but not all.
Any ideas where I can get " legal" info?

I'd love to do this but it's not legal in VA. Basically the east coast and the west coast don't allow. The 30 some states in between do.
If you get pulled over in VA with two trailer you must leave one sit. You can't continue on even after you've been given a ticket. My family owns a stock trailer dealership. They often have guys delivering trailers from the midwest. They try to bring 2 at a time and often get stopped in VA.
