95 sea rayder f16 with a sport jet 120

I have searched this forum and asked local boat shops and cannot find and answer to this question.

Every post says the ride plate gasket needs to have a good seal.

The question I have is. Does the area that the ride plate gasket seals need to remain dry or is water supposed to get in there and then be drawn out through the exhaust baffle seals.

I am having an intermittent power problem. it will run fine one run and then not the next.
