1993 Seadoo GTX Entire Drive Shaft Boot Rotates

I was recently given 2 1993 Seadoo GTX 5861's They both start right up and one appears to be in perfect condition. The other one has a problem and the only way I can describe it is that the rubber boot over the drive shaft wants to rotate when the engine is started - I loosend the hose clamps somewhat and now the boot rotates continuously when the engine is running - This unit was last used in 2007 and was not as well maintained as the first which was last used in '09. Any idea as to why the boot is rotating ? Cause? Rough idea of cost to repair ?

Your shaft seal needle bearing assembly is definetely frozen to the shaft due to lack of greasing.
