Prop for 45hp Evinrude

I would like to provide all of the information that I can but I DO NOT, have a propeller on it now to use as a comparison. I just purchased the boat without a prop. The engine is a 1989 45hp Evinrude commercial model with electric start. The boat is a 1988 Lund Rebel Mr. Pike 16' deep v with 20 inch transom and single console steering. The boat unloaded is approximately 650lbs with engine. I will put another 700lbs in it on average. My goals are to be able to cruise, fish, and tube. I realize that no prop will do all equally well. If I am able to cruise at 20-22 after cutting throttle back and tow a 120lb child on the tube with 600lbs in the boat I would be happy. Anyone have any ideas?

Assuming a 2.42 gear ratio. I'm thinking a 17" prop.At 1,000 lbs all up weight I ran a 19" prop with my 88 50 hp.
on a 18ft Crestliner bare utility.
It could get a 180 pounder up on a slalom ski,using a 100 lb adult spotter. 180 lb driver.
Consider the 17" a starting point. The Solas amita or rubex props have a good reputation.
