I just bought a 16ft Maritme Skiff with 1999 DF50 suzuki 4stroke. Im only getting 5000 rpm max with the 11 1/4 x 13 prop that it came with. Max RPM is 6500. I went to the prop experts locally near me and they suggested an 11x11 4 blade prop for my set up. The boat also has smart tabs installed. Top speed with current prop is 23mph. Any suggestions? I ordered the prop from them because they are well respected in my area. Thanks for any input..

It's worrisome that your top end is only 23 at 5000 seems to me it should be closer to 30 mph.
You really can't get to 6500 with a prop change.I would like to see the top speed with the tabs released all the way.
Is the bottom clean and smooth,no peeling paint? Check that the throttle opens all the way.

bottom is spotless, throttle is opening all the way, these boats are not built for speed. HP range is 40-70hp so the 50 is on the low end. Hull weighs 1200. According to Maritimes web page average cruise speed is 18-24 mph. I will release tabs and see if there is any change. I also spoke with suzuki dealer near me, he said go with an 11 pitch also..

Actually 2/3 of 70 is about 46 so while low your within the 2/3 rule of thumb.
An 11" prop should surely help but it appears you will still be at about 5400.
