Prop/gear ratio calculation

What is the calculation to set up a 4400# , "V" bottom boat with a 300 hp I/o ?
I thought that a 1:1.5 with a 16 or 17" pitch but it won't get up !
What's wrong? Could HP be bogus ? What is the Theoretical ? Anyone know what they have that is similar?

I know your just trying to be brief but please read "read this first" at the top of the page and give us as much info as possible. My feeling is you have somethiing wrong besides prop selection.Could be as simple as the throttle not opening all the way.
