Prop wont spin

I have a johnson 130hp p/n j130plsss and when i turn on motor and put it in gear the prop wont spin i have to put it full throttle to get movement but its barely any, i have already taken out lower unit and looked at gears they are as good as new, i noticed however that the lower control cable of the 2 doesnt move the top one moves when i shift up and down, could this be the problem. Help would be greatly appreciated.

Probably the remote box gear cable is not synchonized right, out of correct adjustment with gearbox. Although gears could be in opt state, other internal part could be failing not allowing the right propulsion...

The top one is your throttle. Unhook the bottom one and see if you can put it in gear. If you can you need a new shift cable. One other thing don't rev your engine with no load on the prop. Or you wont have a engine for long.

I took off my lower unit so i cant tell if i can put it in gear or not but i will definitely check when i get it back on, thanks.

what does the length of my shift rod need to be when I reinstall my lower unit while its in neutral?

I got the lower unit back on but when i shift it still doesnt go into gear idk what i did wrong
