I picked up a 1994 Lowe Fun N Fish 18 footer with no furniture. The deck is in good shape, but needs the carpet replaced. I've searched a few pontoon related sites on the web and looks like the Pstuff site will fit my needs for 20 ft of carpet plus furniture and ladder/hardware for around 2k.

Here's the issue. My railing is set up so that it is taller in the back than the front and originally my boat had just two swivel fishing chairs in the front. I'm not sure I want to keep this set up with new furniture. I'm going to go with a 90 inch seat across the back, new console, captains chair, new flip/flop forward/backwards facing seat with cooler in the base on the port side across from the console, and that leaves furniture for the front of the toon. With the lower railing, I don't know if going with flip/flop pontoon seats up front makes sense, or will it just look dumb and should I stick with the swivel foldable fishing chairs?

I dont think that it would look funny. It is your toon, so you should set it up the way you want it.

Slag,
Take your time and do several layout pf furniture and get the affect you want. When I rebuilt my 24' tritoon in 2008, I re-arranged the fencing from rhe original setup that gave me about 2.5 more feet inside the fence.
