If you watched TV; you saw that there were boats everywhere (some places; too many; others; not enough). You should have noticed that probably 60-70% of the operators had done this before; it wasn't their first rodeo. If you look on TV; you would have heard about a bunch of subdivisions that are blocked after dark.(Water on road; stay at your own risk. Water on road and in house; leave. There is security (probably not enough; but could handle most situations). That's not counting the people who refused to leave waiting to hear some strange noise with shotgun in hand. Not to mention the curfew! I am familiar with that area as are others on this forum. Remember their Mayor wants a voluntary evacuation West of Gessner. Not trying to be a wet blanket; bu your thought is good; but as others have said "it's a little late to get started"

My earlier suggestion was from experience, not estimation. Are you familiar with ICS in ES, SAR and DR situations? Joint operations vs. uncoordinated can cause as many issues as it can potentially relieve.

To add to the situation; their Mayor is enacting a total evacuation of a major portion of their West side. They have 93 trillion gallons of water to dump from behind two levies. His rule of thumb: water in house; evacuate! Suppose to cut electricity off for approx 2 weeks.
