Mothers white paste for aluminum cleaning should work. I just used it on some aluminum truck wheels and they turned out great. If your doing all the rails around the boat I would expect many hours. We did our pontoon rails a few years ago and it took days. 4 truck wheels took at least 2 hrs each and maybe 10 hrs total. It will work if you have the elbow grease and the time.
