2007 Mercury Rib underpowered?

Just bought a 2007 Mercury 330 Oceanliner with a 1985 Evinrude 15hp. SHe really goes with just me on, but with wife and 2 small kids wont even raise the bow and attempt to get on plane. Ive heard these engines are good and its rated for 15hp. Time to tach and go from there? Thanks for any help. GPS with wife and I 16mph, with two kids equalling 70 lbs total 6 mph.

Use a pressure gauge to make sure you are running the correct air pressure. Weight distribution can play a large part in it. Trim can also have a big effect. As you already mentioned a Tiny Tach is in order.
